Coles County EMA was originally created as the Coles County Civil Defense. The primary agency functions were related to enemy attack. In 1956, the Illinois Civil Defense Act was amended to include defense against both hostile enemy action and man-made disasters. The agency later became the Coles County Emergency Services and Disaster Agency (ESDA). The name of the department was changed to Coles County Emergency Management (EMA) in July, 2005 to more accurately reflect the mission and responsibilities of the agency.

The Administration Office for the Coles County Emergency Management Agency is generally open Monday through Friday, 8:30 a.m. to 12:30 p.m., other times by appointment The EMA Coordinator is apart-time position in Coles County.
